How do I create my Application Prime or Chase List and set up my phone bank in VAN?
Create a Prime List in VAN
Log in to VAN using your ActionID, select your account, and then make sure that you’re in the “My Voters” side of the database (look on the top bar to confirm)
Select “Create A New List”
Under the “Targets” heading, select the checkbox for “*2024 Vote By Mail: Application Prime”
Under the “Phones” heading, click the dropdown for “Source” and check the box for “Check All”. This will ensure that your list only contains voters with phone numbers.
You can click the blue “Preview My Results” button on the right-hand side to assess your list with the parameters you’ve set. The box above that button should match the example at the right.
Click “Run Search” (green button)
Create a Virtual Phone Bank
Once results have been loaded to “My List”, click the “Calls” button at the top of the screen.
Select “Set up Virtual Phone Bank List” (then “Next”)
In the “Setup a Virtual Phone Bank” window, select “Save and use my search criteria”
Select (or create) the folder where you want to save your search.
Name your search and give it a description.
Under Virtual Phone Bank Details
Give the Phone Bank a name
Select the script you want to use (Note: Make sure you choose the appropriate script for the current phase of the program) - Either:

*2024 TDP Vote By Mail Application Chase Script - Branched

Start Date: today's date
End Date: 10/25/2024
Under Sharing, select Publish to openvpb.com
Under Additional Settings
Choose when you want the phone bank to be available to volunteers. We recommend 10am - 8pm each day (as the earliest/latest times).
Householding: Show all Also in Household
Alternate Numbers: Select the “Attempt only alternates with:” button and then select “Very High” and “High” from the dropdown menu
Skipping: Allow users to skip contacts and households
Status: Active
Under Display Settings (right-hand column), add the name, phone number, and email address of the person that the phone banker should contact if they have questions.
Click Next (top right of screen).
Your VPB Code and link are in the upper right hand corner. (You can provide this link to your phone bankers for them to make calls.)
Select Save.
Start making calls.
County Parties can contact us by emailing vanhelp@txdemocrats.org if they need additional guidance on creating a list or setting up a phone bank.
What if I find someone who didn’t receive the mailing who needs an application?
As you contact VBM Program Targets, you may run into seniors in the same household who did not receive a mail ballot request form. For voters who are eligible and would like to vote by mail, they can print an application at txdem.co/LWVApp (or txdem.co/LWVAppESP for the Spanish language version). Mail Ballot Applications must be returned to the Early Voting Clerk of the county in which the voter is registered. Visit this link to find the mailing address for each county’s early voting clerk.
On or before October 11, if a voter does not have access to a printer, they may visit txdem.co/vbmrequest to request that TDP send them a mail ballot application. This option is not available to voters after October 11.
IMPORTANT NOTE: The prefilled Mail Ballot Request Form sent by TDP CANNOT be used by anyone who is only eligible to vote by mail because of a disability, confinement in jail, or because they will be out of the county. That request form CANNOT be used by anyone who needs assistance completing or signing it. That form is not designed for general use. DO NOT PRINT or distribute that form.

Please discourage volunteers from answering any other questions – or anything they are not 110% sure they know the answer to. We never want to provide inaccurate information to voters.
